The Washington State Legislature created the Cooper Jones Active Transportation Safety Council (ATSC) in 2019 by combining the Pedestrian Safety Advisory Council and the Cooper Jones Bicyclist Safety Advisory Council. The council’s purpose is to increase the safety of those who utilize active transportation and decrease death and serious injury among walkers, bicyclists, and users of other non-motorized methods of transportation (rollers). The Council’s name honors Cooper Jones, a 13-year-old boy who died after being struck from behind by a driver while participating in a Spokane County bicycle road race.
Staffed by the Washington Traffic Safety Commission, ATSC membership includes a diverse set of members representing disciplines and perspectives from across the state. The council submits recommendations to the Legislature annually in the form a report that addresses the following topics:
- Data and programs related to fatalities and serious injuries involving pedestrians, bicyclists, and those using other forms of active transportation.
- Points at which the transportation system can be improved, including when possible privately-owned areas of the system such as parking lots.
- Patterns in pedestrian, bicyclist, and other active transportation fatalities and serious injuries.
As of January 2023, the ATSC meets on the third Wednesday of every other month, from 10:00 a.m. to 12:30 p.m. Meetings are hybrid – hosted virtually via Microsoft Teams and optional in-person attendance located at the WTSC office. There is no meeting in December.
Time permitting, we will call for public comment (limited to agenda items) prior to the end of the meeting. If you wish to make a comment during the time designated, please turn on your camera and raise your hand. If you are called on, unmute yourself, provide your first and last name, organizational affiliation (if any), the city in which you live, and the topic of your comments.
If the agenda contains an action item, public comment will be allowed after the discussions and prior to any vote. This does not apply to approval of the minutes.
